Det är nog ett dialektalt ord för hyvlar. sv.m.wikipedia.org/wiki/Hyvel På norska heter det høvler.

This is a joke song, I think. There are similar songs in russian folk music. 

Also I am not sure about västa. I thought that it is some kind of a jacket.
